Hong Kong, meaning “Fragrant Harbor,” is a city located at the southeast coast of China. Hong Kong has the most skyscrapers in the world, doubling that of New York City.

The Hong Kong adoption program is a great option for families with resources available to parent children with special needs. Hong Kong is a signatory to the Hague Treaty for Inter-country Adoptions, meaning that a very high standard of ethics and supervision is applied to all adoptions.

The Hong Kong Social Welfare Department requires that ABI have an approved agreement with the adoptive family’s home study agency before they will accept the approved home study for a family. ABI currently has approval to work with agencies in the following states: Arizona, Arkansas, Florida, Indiana, Kansas, Kentucky, Maine, Maryland, Missouri, New York, Ohio, South Carolina, and Tennessee. If you reside in one of the states listed, please contact us directly for more information about the approved agency within your state. Although ABI can apply for approval for any Hague accredited home study agency chosen by you, expect an additional six months to be added to the waiting process.

Adoptive Parent Qualifications

Hong Kong law allows families meeting the following criteria to adopt:

  • All parents must be between ages 25 and 55
  • Couples must have been married for at least 3 years
  • Previous divorces must be discussed with a social worker
  • A minimum income of $30,000 annually is required for families of three (including the child to be adopted)
  • Single women with adequate support and child care can apply
Timeline and Travel

The current wait time for a child from Hong Kong varies based on the age and gender of child requested. The process of adoption takes on average 6-10 months from the time a referral is offered. Adoptive parent travel is typically required, although may be waived in extenuating circumstances (family will be responsible for travel fees for an escort, along with an $1,800 escort fee). Travel for the Hong Kong adoption program is approximately 4-7 days.

Referral and Adoption Process

The adoption process from Hong Kong can appear overwhelming initially. However, it is a step-by-step process and ABI will guide you. The first step in adopting from Hong Kong is to have a home study conducted by a Hague accredited agency licensed in your state of residence. If you reside in Tennessee, Kentucky, Missouri, or Indiana, ABI is able to facilitate your home study.  Your home study must be signed by a Masters Level Clinician. As Hong Kong is a Hague country it is imperative that your home study agency be approved by ABI PRIOR to submitting any paperwork. Please consult with ABI before choosing a home study agency. The home study agency MUST also be Hague accredited and must be able to be approved in Hong Kong to provide this service.

The second step is to file your Immigration and Naturalization Paperwork: the I-800A. Then you will work with our staff to prepare your Dossier. The Dossier is a compilation of documents that require various seals at different levels of government. Once your Dossier is ready to submit, your documents will be reviewed and prepared to enter the system.

The current wait time for a child from Hong Kong varies based on the age and gender of child requested. Referral information includes as much detail as we receive from our overseas counterparts, including photographs with medical and social history. Updated medical and photo information will be available from International Social Services.

Children from Hong Kong enter the United States under the guardianship of ABI. After the 6-month post-placement report is received and favorable, ABI will grant a Consent to Adopt so that the family may finalize in their state of residence. Reports following a child’s placement for adoption are required to be completed by a licensed adoption agency (typically the same one that conducted the home study) at 1, 6, and 12 months following placement. Six photos are to be included with each report. These are sent by ABI to Hong Kong.

Available Children

Children with moderate to severe specials needs as well as sibling groups of all ages are available for adoption in ABI’s Hong Kong adoption program. The special needs include developmental disabilities, medical needs, or children or sibling groups who are simply older.
